Our Story

Founded in 2018, DSR Consulting is a specialist social sustainability consultancy focused on labour and working conditions. We were built around a core principle: international standards are most effective when combined with knowledge of national legislation, local insight and hands-on project experience.

International projects often require all of these capabilities at once, yet they are not always brought together within a single team. DSR was established to bridge this gap by combining specialists in international labour and social standards with national and local experts who understand labour markets, working practices and project realities.

Today, we help clients identify labour risks, strengthen management systems and translate international requirements into practical action throughout the project cycle.

What Sets DSR Apart

Effective labour management must work at three levels: international requirements, national law and day-to-day project operations.

Our team combines detailed knowledge of the requirements and expectations of international financial institutions and other project stakeholders with insight into how they interact with national legislation, local labour markets, contracting arrangements and cultural context.

Our approach is grounded in direct project experience. Our specialists spend significant time on site, working directly with project teams, contractors, workers and other stakeholders. This first-hand engagement helps us identify where labour risks arise, why management systems break down and which solutions are realistic and sustainable in a particular operating environment.

The result is advice that is technically rigorous, locally grounded and practical to implement. We work across public- and private-sector projects, with particularly deep experience in infrastructure, construction and renewable energy. These projects often involve multi-tier contracting chains, large and diverse workforces and rapidly changing operating conditions that demand specialist labour expertise.

Our Team and Expertise

DSR combines a core team of experienced specialists with a trusted network of international, regional and national consultants.

Our collective expertise covers labour management and working conditions; migrant workers and responsible recruitment; contractor and supply chain management; child and forced labour; gender equality and risks related to gender-based violence, sexual exploitation, abuse and harassment; worker grievance mechanisms; and occupational safety and health.

This is complemented by expertise in stakeholder engagement and resettlement, strong knowledge of national legislation and regulatory practice, and advanced qualitative and quantitative social research methods.

Our core specialists have delivered assignments for, or advised on projects financed or supported by, the World Bank, IFC, EBRD, ADB, EIB, AIIB, UNICEF, ILO, WFP, the Red Cross, the Climate Investment Funds and other international financial institutions and development organisations. They also have experience working with FIDIC forms of contract and FIDIC-based project delivery structures.

Our geographic reach is reinforced by established local networks and multilingual capability. Across our team and consultant network, we work in English, Russian, Uzbek, Tajik, Kazakh, Turkish, Chinese, Hindi, Nepali and Indonesian. This enables direct and culturally informed engagement with project teams, contractors, workers and other stakeholders across diverse operating contexts.
